US and Canada Daylight Savings Solution

 

Tired of worrying about the 2007 US and Canada Daylight Saving problem for your unsupported Microsoft server and client operating systems?  We have created a utility that we are calling DST2007 to handle the operating systems that Microsoft is refusing to support for the Daylight Saving 2007 change.  In addition to getting all of your Windows machines up-to-date with all time zone changes worldwide, the DST2007 utility makes the required US and Canada DST 2007 changes called for by the Energy Policy Act of 2005 to the following platforms:    

  • Windows NT 4.0 SP6
  • Windows 2000 Professional - SP1 through SP4       
  • Windows 2000 Server - SP1 through SP4
  • Windows Server 2003 - Gold and SP1
  • Windows XP Professional and Home - Gold, SP1, and SP2

The utility makes the required configuration changes to all of the US and Canadian time zones affected by the daylight saving 2007 change:  Newfoundland Standard, Atlantic Standard, Eastern, Central, Mountain, Pacific, and Alaskan Standard. It also includes all known time zone changes worldwide.

 

The DST2007 utility makes the appropriate changes to all affected timezones in the timezone database on each machine, not just the currently configured timezone.  The primary reason why we did this is for traveling users.  People floating around from timezone to timezone within North America or traveling from outside of North America to North America won't have to worry about daylight saving at all.  The utility is intended to turn the whole DST 2007 problem into a non-issue from a Windows operating system perspective.  Your sites, users, and customers outside of the US and Canada might want to consider deploying this change to their mobile users who travel to the US or Canada.  Also, certain types of applications running outside of North America that talk to application components hosted on US- or Canada-based servers might also benefit from the DST2007 update.

 

Depending on your application environment, the consequences of not deploying this change can be rather severe. Consider the case of a financial services firm that has to have the daily stock trades transmitted by say 4:00PM Eastern Time (US). If those trades happen an hour late, then that firm might be held liable for any monetary losses for the late trades. Having the trades happen an hour early doesn't net out to a much better result either. Consider the possible legal ramifications for a hospital or nursing facility where their nurses are administering treatment or medicines one hour ahead or behind the time that is tracked in their computer systems. What about potential conflicts between the scheduled start times of patient surgeries and the actual availability of staff surgeons.

 

Be aware that DST2007 only makes the required changes to the base operating system only.  You will still have to address your other affected applications such as MS Exchange, MS Outlook, Sun Java, IBM Java, Microsoft Java, IBM Lotus, and so forth based on guidance that you receive from those vendors. 

 

The DST2007 utility is designed for use with a software deployment tool (e.g. Microsoft SMS, Tivoli, Zenworks, etc) with the client-side agent running as LocalSystem or some other suitably empowered security context such as local administrator.  You could also Psexec it across your servers or clients if need be.  Please be aware that this tool might not work if you choose to deploy the change through a login script if your users run under a restricted security context.  The reason for this is that some of the required registry edits won't work as a standard user.
